It's really no more incoherent than the Nazis own racial ideology. Their standard of who was Aryan was incredibly inconsistent. Hell, they considered certain Arabs and Indians to be Aryan/of Aryan descent. Nazi racial ideology was political more than anything, if Russia had sworn allegiance to Nazi Germany I don't doubt they would have accepted them as honorary Aryans.
