Liberalism is opposed to this not because it's impossible (it's actually pretty straightforward and would just require a moderate amount of social science research + implementing it as sociocultural engineering) but rather because the bourgeoisie are a) self-important narcissists who venerate meritocratic individualism because it's a flattering self-narrative about how their superior personal virtue is why they're on top and b) greedy and insecure and not only don't want to dispense the resources necessary to accomplish this because they don't want to share but are also secretly threatened by the idea of raising the general level of virtue of the population because that potentially means more competition for their position and resources
