The Tap-To-Pay system should be redesigned to accept offline payments from your phone.Data about your bank cards info should be stored on your device hardware storage in your Wallet app and transmitted to Tap-To-Pay via BlueTooth so you won't need a WiFi signal to make a Tap-To-Pay. The transaction will register through the store's system WiFi instead. It would charge directly to your bank account with no need for cards, WiFi or a mobile data signal.
