Amps are not forced into a device.
The charger has to be able to supply the amperage that the device needs to draw. If the device needs to draw 2 amps and the charger is able to provide 3 amps you're fine. If the device needs 3 amps but the charger only supplies 2, you risk damaging the charger.
If the device says something like "2 amps max" it just means that's the maximum amperage the device will draw at full load, and that will probably not happen very often. If the charger can meet this level you're fine. You could even get away with a slightly lower amp charger in this case, but better to be safe and match the numbers.

Volts are different. Volts ARE pushed, so keep to the voltage it says to use.

But it is their job to break up attempts by giga-corps to create monopolies for themselves and set standards that help the public.
The USB C mandate does both, surprisingly without them hireing some cousin to "create" a standard, paying her billions to do so.
It really is one of the very few EU things that doesn't stink.
It's really no different than you all having 110 volt dc in your standard outlets. Because without that standard the local power company could create monopolies on, say 160 volt dc appliances, by switching to that.
