Because in that case you would be punishing and rewarding the wrong people. Colonization was not organized by the common people and was not designed to benefit an average Brit - they were merely foot soldiers that were sent to conquer and plunder for peanuts, while sending all the loot back home, so that the elites could become immensely rich. Very little of those resources actually reached a common Brit, just like wars never benefit the ones fighting, but always those waging them. Today's migration also largely serves the economic interests of the aforementioned elites, some of them even being direct decedents of those to blame for colonial wars. They need cheap labour and thus they are once again reaching out beyond oceans to now loot people from the former colonies instead of resources. What you are suggesting is to continue rewarding the people responsible for former conquests and effectively preserving their colonies, which they are simply moving closer to home now, while punishing those that played little to no part in them. That does sound a bit discordant to your overall idea of bringing the ones responsible to justice.

Resources were never "stolen", they were utilised by people that required them to the benefit of improving living conditions. We see this very clearly reflected in India, where the population exploded from 120 million to 450 million by the end of the British Raj, for example, despite muh famine.
