You can have excess crude which means crude goes down and they just slow drilling, but now there is not enough refined products for the world so price goes up.

People get stuck in the, 'this country owns this oil and that country owns that oil", and forget the land is leased to oil companies. They build the infrastructure to pump crude and refine into gas.
