All art is subjective. For example, the LOTR movies are a clear metaphor for the racewar, being made around 2000. But the books they were based on are not as clear. In Halo we have to ask ourselves how the experience relates to our reality. The most obvious element are the elites, which are clearly space niggers. The games were coming out around the Middle East Wars and took a lot inspiration after 1, which was obviously mostly developed prior and released in the same year as 9/11 in november. I'd view the Flood as jeets/browns with the gravemind as jews, prophets as jews/asians/traitorous white elites, elites as muslims/spics, brutes as niggers, jackals and grunts as browns, etc. I'd still retain the UNSC as the West, but you could put Forerunners as whites in their heyday.
