If by why you mean functionally the answer is local, state, and federal law. If you mean why is it like this the general answer is to allow the businesses to vet their potential employees. Knowing if you are potentially hiring an obvious criminal with proof of their criminal record is such an easy and obvious choice

They contract it out with Assurehire, HireRight, etc. These companies then look up in public databases, newspapers, etc the persons name. If it's over 7 years old, generally nobody cares if it's not one of the above things. Others like the government or government contractors care about all of the above in addition to alcohol/drug charges. Getting a clearance involves an extensive background check where they interview friends, family, pull up medical records, court records, etc. You can't lie on those.

If a person has a documented history or social circle that can't vouch for it being an isolated incidents. Doing drugs a few times in college isn't a disqualifier if it was over a certain amount of time ago. It's agency, contractor FSO dependent, and program dependent. Duel citizenship, while not illegal, isn't recognized by the US government. You're an American first and foremost under US law. But they care about foreign citizenship (including how you got it), extent of foreign ties, if you utilize foreign benefits/have been in a foreign military, if you have debt, criminal records, etc. It's part of the "whole person" evaluation.
