I think governments look at this and think "Why can't they just start taking care of the babies a bit earlier? All it does is eat, cry and poop. It's not hard.". And they'll be perfectly propagandized without pesky parents introducing their own ideas or whatnot. Don't know if I'm just schizo but I could imagine it happening within 2 or 3 decades I think.
