Water vapour is the largest contributor to the natural greenhouse effect, but its contribution is at roughly two thirds, not 95%. More importantly though, water vapour is mainly a feedback. it condenses out of the atmosphere quickly, so its concentration is controlled by temperature. Long lived CO2 raises temperature, warmer air holds more water vapour, and that amplifies the warming.
