There is nothing surprising about this, - Japan had already fully embraced democracy and liberalism, why China was nowhere near close to following suit. In the West it was widely believed that liberal reforms are contingent on economic prosperity and once China had managed to develop itself sufficiently, either the government would enact reforms or, alternatively, people themselves would overthrow it and install a democratic one. To a certain extent it did work with Deng Xiaoping opening up the country to world trade, but it did not progress to the point Westerners had hoped it would. Their hopes now shifted to population making their move to force the reforms, but after 1989 it became apparent that this is not happening either. Which is exactly why you can trace such a radical shift in Western attitudes towards China happening around that time, - they have come to realize that Beijing or Chinese people are not going to just submit to them. So, the US started instigating unrest and separatism there, hoping to bring it down in that manner. Tibet, Xinjiang, Hong Kong, - have all been attempts to crash the country from within and force it give in to Western influence. All of that has failed and now US only has Taiwan up their sleeve, but not for very long, likely.

They were clearly starting to perceive China as an emerging rival, although not without hopes that it would be possible to halt their rise or force them to reform from within.

I believe it greatly depends on the administration in charge. The US has a bipartisan position within the Congress on China being the strategic rival, but both parties have different ideas of how to confront Beijing. To the Democrats it is more along the old-fashioned ways of power projection into the Pacific region and maintaining close (yet costly) alliances that would help curtail China as much as possible. They would never give Taiwan away but instead would maintain the position that it could be given up at some point, but not now, so that to prevent Beijing from employing the military option. Republicans are more of a wildcard, especially with Trump in charge. It looks like he believes that the time of US being the world police is over and he should squeeze as much as possible from America's former allies and then live them to their own devices (nowhere near fully, of course). Outside of the Iran affair, which was a really baffling decision, he and part of his team still think America should be mostly entrenching in the Western Hemisphere. I can see him striking a deal with Beijing at some point in case he believes an action from Chhina is imminent and he would have to sink too much resources into Taiwan to keep it afloat. However, I cannot foresee the future and with Trump in charge it is utterly impossible to predict, so I might as well be mistaking.
