I do not believe this is appropriate. It is fine to have a monument, celebrating the victory over Japan, but there is absolutely no need to be deliberately maleficent about it. Japanese Chrysanthemum was not just the symbol of Imperial Japan, which Russia was battling, it is still a symbol of their nation, which they are proud of. Designing a monument where a soldier crushes it, is just unnecessarily insulting and at the end of the day just childish. It looks as if the sculptural intentionally went out of their way to make it insulting, which should not be the purpose of a monument. We may have imperfect relations between our governments right now, but this is no ground for antagonizing people living in either country. It is stunts like that why we end up with such poor soft power - more often than not the government chooses to be spiteful without a clear reason, just for the sake of affronting someone and gloating that they can do nothing about it.
