It isn't impossible for the state to yank the responsibility back. The most difficult hurdle if the people didn't like it and started protesting it is lobbyists. I'd argue that a corporate owned police force is in an even more precarious position than a police force in a blue state with niggers seeking to tie their hands and cut their funding. They're also a private entity so a person can file a lawsuit against the corporation instead of the city, meaning the financial burden would be on them if the government doesn't extend their budget to cover lawsuits.Furthermore, fees and penalties charged by the court are paid to the court and the state is responsible for funding the justice system. Adding a private entity as the police just complicates things since they're the ones issuing citations and making arrests that result in the obligation. The only reason a city might even do this might be so the corporation is left carrying the bag for lawsuits stemming from police misconduct which are a plague on big city's budget.
