Correct. However if that's the argument the plaintiffs actually went with then they're retarded. They could have more simply argued that they paid x amount in taxes/water bills over the years under the assumption they would be provided potable water. Because the local government took those payments but failed to uphold their end of the deal and further may have knowingly allowed residents to be poisoned they should be entitled to reimbursement, medical compensation, pain/suffering etc. No 'muh constitution' required.

The operative word here is "deprive." The 14th Amendment bars the state from engaging in actions that take your life, but it does not obligate the state to actively preserve your life. It's a restriction on government action, not a mandate. If we were to accept your interpretation, the government would have to give everyone free food, housing, medicine, etc., which is absolutely not the intention of the 14th Amendment.
