Putin is definitely the one calling the shots. This is pretty obvious when you hear those stories of business people randomly dying, being removed from positions of power and so on. Putin was a KGB intelligence officer, has a black belt, is a trained shooter, is known to OK assassinations of people who go against him or russia (see prigozhin, or that guy who defected and hid in spain but was assassinated with a russian pistol used by the KGB in the USSR days as a message). also we know from that youtube interview with the guy who told george bush a 2nd plane had hit the tower on 9/11 (the guy from the famous photograph) that the first thing bush did was call putin to tell him the US wasn't using the attack as an excuse to start something militarily. and bush is known to be a tough son of a bitch, so if even he is like that then you know putin is the real deal.
