This is true, it either has to be done by private banks or by the government. That's how it works in the modern economy with fiat currency, it's really a matter of fact. If we had a commodity-based currency then it wouldn't be the case, however the problem with that is that you can't control the supply of it. You are diverting resources and labor to gold or whatever when it could be used elsewhere. All that gold or silver in the vault could be used for actual productive ends, all the resources and labor used to mine gold and silver just so it can be stored in a vault could be better spent elsewhere. You are limiting the real economy to a fiction we call money. When you need to expand the economy you can't unless you create more notes than commodity exists (fractional reserve banking). When you have a sudden increase in supply to your commodity currency there's inflation, something that happened to Spain when they discovered gold in the new world. Today something like that would happen with deep sea mining or asteroid mining.

A currency-issuing has to create a sensible loop of spending and taxing to circulate the money. If the loop works, new money creation is minimal, not a prerequisite like your weird reading of whatever you think "this logic" implies.
Historically, the loops can be deflationary if you rely too much on gold and cripple a nation that way, or be Weimar/Zimbabwe-style inflation because the loop breaks in the other direction.

We've been pursuing this economic policy since the 1980s explicitly, although it quietly began with the Carter administration. the destruction of job security, destruction of the social safety-net, the increasing gap between rich and poor, the outsourcing of well-paying manufacturing jobs caused by free trade agreements, the globalization, the mass migration, the deregulation, and the financialization ALL had to be covered up by SOMETHING. it all got covered up with globohomo cultural slop.
