To save money, all led lights are blue and they use a phosphor coating to change the colour.To get them to emit yellow light you need more and it reduces the amount of light you get out by about 10%.

Dunno but there are still many parts of the country with no streetlight infrastructure and they do this on purpose because car headlamps are blinding enough to pick up the slack. But that just means tons of people can't come out of their own house to go on a night stroll. I can't count how many times I drove up onto properties doing doordash with no light illuminating their roadways at night. Utter pitch darkness.It's like you're trapped in a sea of darkness till morning sets in because your community is too damn cheap to put up a few overhead lamps.

LEDs, unless you install twice as many of them, leave "checkboard" style patches of darkness in-between one LED streetlight and the other. It's hard to find really good comparison pictures that show what I mean by this, but pic related comes close. Notice how much darker the bottom is in terms of total area.
Like others said, this look is just more aesthetic too. I miss when night time looked like a mix of yellow-green mercury vapor flourescent lights coming from building windows and yellow-orange sodium lights at street level.
