In the US's case, USDA has been gutted, and there are less inspectors to inspect imported plants/animals/etc. When I imported plants on the regular starting in 2019, every single package got inspected for pests. When I stopped in 2025, it was rare to see signs of inspection on packages. Doesn't help that plants are smuggled in via false customs declarations. Indonesia, China, South Korea and Thailand are NOTORIOUS for false declarations to circumvent USDA inspections because they're riddled with pests. Indonesia was especially bad to import from. Almost every single package from there got rejected for pests. The thing is, China has tissue culture labs with billions of plantlets in vitro. Plantlets in vitro can carry genetically modified fungal issues, viral, etc, and they can be intentionally placed there during the cloning process. Tissue culture/cloning is how the overwhelming majority of our plant food supply is produced. Driscoll berries are all started from tissue culture.
