not gonna pretend i know everything about prima facie and whatnot, but heres what i do know: jurisdiction and laws cited. in order to make a case before a judge, a prosecutor has to choose a specific (vertical) law or standard being violated. if they choose an incorrect law, the case is bunk from the start. if the defense rests on a bad interpretation of law, the case is bunk from that point onward.im gonna guess the headline is entirely out of context.
