Their failure to conquer Ukraine will end their imperial ambitions once and for all as former soviet satellites reorient toward China. Now their only relevance is as a market for raw materials for China and Asia. No one will come for them because they have nukes, but they're otherwise no longer going to be a world power.

There are lots of "tools" for smaller countries. Supposedly they work, so I don't see why this would be any different.The real problem is that Russia would have an extremely hard time meeting all the criteria to join the EU.
