If you call the police in most western countries for anything other than a shooting or violence they'll show up hours or days later and be peeved at having to file a report.LEOs will watch crime happen in front of them. They seemingly allow it to happen within blocks of police stations. In my city, within 8 blocks of the police station, everyday people: sell drugs, do prostitution, break into cars, steal catalytic converters, rob stores, etc. I've seen: people get beat in front of the police, people rob stores and walk out as the police arrive on the scene (police do nothing), people do all the crimes I've mentioned, etc.The Police would rather just play Candy Crush or do whatever on their phones than do their jobs. The jails have a limited capacity. Cities and Counties have to pay to prosecute, detain, and incarcerate misdemeanors. State governments only pay to incarcerate felonies. Typically most cities pay over 40% of their budget just on law enforcement. Cities become dumping grounds for criminals, drug addicts, and the mentally ill from surrounding towns and rural areas. These rural and unincorporated areas already cost the government more to govern (infrastructure, benefits, education, etc) than the government receives in revenue. Then, they send these problems into cities and make things worse. The majority of homeless and many of the criminals never went to k-12 in the city - they aren't from the city. So all these burdens fall on revenue positive or neutral places to deal with. The political systems in western countries often favor rural areas, especially in FPTP systems. Law Enforcement is a game of hot potato of avoiding having to do their jobs and government entities avoiding responsibility. Vigilantism isn't effective unless everybody knows everybody and people are organized independent of the government. It requires a tight-knit community. This doesn't exist.
