I'm not in favor of vigilanteeism of course, but sometimes the extreme circumstances and the rottenness of your state, that doesn't address the will of the people and its own laws, forces such things. Like a revolution but much less bloody. Seems to me that if there was someone who made the first move, and if you were smart enough to ditch your phones, internet and all that, and figured out a way to find where they live or where they go (who knows, maybe you can even tactically collaborate with the Chinese government just to get a safe basic infrastructure to help in this, though perhaps the Chinese like the US to keep shooting itself in the foot like this, morally and politically, and with the actual implications of the blackmail material e.g. wasting a lot of money in Iran/Israelpresumably, etc, but hypothetically they could change their opinion and an opportunity arise), this wouldn't be hard to do, and at the very least you'd make the rest that escaped live in terror and deter future ones. Stochastic terrorism is when you suggest a terrorist act that others could do. You won't do the terrorism yourself but you want to talk about terrorism as often as possible so that other people will overreact and do the terrorism. If you see a crime, you have some responsibility to act, but this gets real muddy when you are talking about crimes that you never saw, that you have no evidence of. And if the crimes are abstract financial crimes or they emerge from the bureaucracy then who is to blame? Is it a man's fault or is it a systems fault? Systems have momentum and perpetuate themselves over time. Stopping the system is a bit like trying to stop a bullet train going down hill.
You and I have a pretty serious difference of opinion. You see it as political while I see it as a moral problem. Like the ethics of our society have failed. I agree we should combat evil systems and evil organizations, on moral grounds. Fighting evil is worthwhile in and of itself.
