Swizerland used to be based, but is not the same anymore. You have Monaco, but that place basically has a waiting list, then you have tiny places like Luxembourg and Andorra, but they are not what they used to either. Some countries are better than others of course, but nothing like the US.
I will bet a lot of them will set up companies in states like Florida, Wyoming, Nevada etc. No place on earth is better for rich people today than the US. If I had hundreds of millions or billions, I would have moved in a heart beat. Better weather too.

Because everyone complained about how unfair this was, the government realized it was a bad idea and started changing the rules so they wouldn't punish people just for holding onto things that went up in value.

A tax on unrealized gains would crash the market way faster than people realize. It would turn everything into a short-term casino. Rich people would just turn everything into private businesses to avoid the stock market like the plague and value businesses the same as a basic one. The amount of corruption would be staggering. America had this issue before the 1980s tax law changes, rich people would write off assets more than the value of the assets. This is why those crazy high tax rates never turned into real tax money and the fed government has collected 15-20% of GDP for the last 80 years regardless of tax brackets. Simplifying the tax code made everything easier and reduced corruption, but this kind of unrealized gain tax is basically forcing people to give up parts of their own businesses every year to the government. I think everyone would just cheat the system like they did before.

Main problems are 1) people will liquidate assets to pay taxes completely messing up the end of year stock market etc and 2) startups being exempt is an open invitation to evasion and kikery
Also 3) the law has become politically toxic while 4) almost impossible to change due to banks requiring advance notice
