Cuckery is baked into it's political formula at the foundational level, the EU would have to be scrapped and a new framework for cooperation drawn up. Ditching the EU and turning around and asking Europe to adopt an entirely new semi-federal union will be entirely too much for a political class and a populace long since soured on the notion. Realistically the best you can hope for is a looser confederation of sovereign European states.
