It uses it to legitimize claims but all they are doing is trying to scratch back as much territory and influence as possible until they aren't able. The Soviet break wasn't as dramatic on many fronts so many countries were like half-ready to rejoin (Ukraine included) and this only started to drift away from Russia with time. For us non-Russians we'd rather not deal with a too empowered Russia shaping the region around its interest even though we'd love the cheap gas.
