Usually animals this genetically close to each other ARE considered the same species. Wolves and Coyotes are considered different species because they occupy different ecological niches and normally do not reproduce with each other when they occupy the same ecosystem under normal conditions. If you want to argue Eurasians and Sub-Saharan Africans are different species, you have to argue that they occupy different ecological niches. This should not be impossible, but difficult because we see humans as an animal outside of the ecosystem.
