1/2The EU General Court on Wednesday dismissed Roman Abramovich’s third challenge to European Union sanctions, leaving an asset freeze and a ban on entering or transiting the bloc in place.In case T-358/25 the court upheld Council decisions that renewed the listing, including a March 14, 2025 act covering extensions through September 2025 and March 2026. It rejected his claim for €1 million in non-material damages and ordered him to pay the Council’s costs. A separate action against the March 2026 renewal, case T-337/26, is still pending. The General Court had already dismissed earlier applications on December 20, 2023, and September 10, 2025.Abramovich, who holds Russian, Israeli and Portuguese citizenship, argued that he was targeted for his public profile and that working groups rather than the Council of ministers had in substance adopted the measures. The court rejected both points. It said the listing rested on his capital holdings, “and not, as he maintains, a desire to exploit him on account of his public notoriety.” Preparatory work by Council bodies did not displace the Council’s own decision, the judges said.The court described Abramovich as the majority shareholder of Evraz, parent of one of Russia’s leading steel and mining groups, with a stake reported at about 28.64 percent, and as a shareholder in Norilsk Nickel, a major producer of palladium and refined nickel. Those steel and mining activities, it said, are a substantial source of revenue for the Russian government. The listing criteria — aimed at leading businesspeople operating in Russia, especially in such sectors — were objective, sufficiently precise and proportionate, the court held. The Council did not have to prove that he controlled the companies or influenced the Kremlin. Abramovich had not shown that he could not sell the Evraz shares.
