But tourists will always go to the areas where there are things to see regardless of how high or low the tourist tax is. So a region with high tourism could raise tourism taxes as an extra revenue stream for the local government, but a region with low tourism would not benefit at all by lowering tourism taxes because they didn't have much tourism to begin with
