In a parliamentary democracy like the UK the government has two goals 1) Get reelected2) Maintain stability The government looks at voting data and realises the biggest voting demographic are the elderly. Women and the elderly in the UK hate pornography and poll highly supporting a block for under 18s watching porn and making it harder for men to access porn. The gov wants these grandma votes so they pass this law to appeal to them. The MPs do not actually care about 16 year olds watching porn; they just want the granny votes who say they want this. They want to keep their jobs.The civil service have to enforce this new law knowing it does not make sense. But they want to keep their jobs as well so they follow instructions. Everyone in government in a democracy just acting to keep their jobs means that ridiculous and embarrassing attempts at enforcing the law happen. A system where most in power know this is stupid but carry on anyway because every individual wants to keep their job. Hence, democracy acts more like a vector that pushes society in a certain direction. Due to ageing population and the tendency of the elderly to vote in huge turnouts it means western democracies are very heavily directed to act in the interests and opinions of the elderly. Hence, the UK economic policy of just give infinity money to pensioners and keep house prices insanely high despite it being detrimental to young people.
