The North Tower had no usable stairs. Hit to the center of the building meant the three stairwells and all the elevator shafts were fucked. South Tower had one usable stairwell because the plane came in at more of a banked angle. And IIRC, firefighters got one elevator working partway up the building. Had the towers not collapsed, I do think about how difficult it would have been to get up there, put the fires out, and try to rescue some people. Unfortunately, the roof doors were locked and the NYPD helicopters were told don't even think of trying to land on the roof with all the smoke/heat turbulence.

All descending stairs were destroyed. Everyone above the impact was trapped with no means of escape. There's video footage of that man climbing down briefly before losing his grip and falling, but it's different from the north tower guy in the OP image. AFAIK, we do not even have any theories on who the north tower climber may have been, but there was a detailed analysis I saw years back which pinned down the exact office/company from which he began his descent. And there were other eye witness accounts of other attempted climbs (and things like makeshift parachutes), but not much in the way of footage, and most fell quite quickly.
