I imagine roving bands of gasoline huffing neodruidic woodland deathcults of whitetrash brigands and ruffians (when they are not fighting each other) exacerbating the failure of an already strained infrastructure causing widespread outages of water and power, and the breakdown in supply of goods. This would cause the urban hordes and masses to devour themselves and all those around them in mass loot mobs. Between all of this, the dependent urban and suburban herd would inevitably seek out the closest military/FEMA encampments where they would mostly spend their days milling around behind series of chain link fences in great lines to recieve a few bottles of water and a can of beans or an MRE.
