This isn’t going to solve the problem but it kicks the can down the road.

At the basic level this is the approximate percentage annual interest the US government will realistically have to lend money at.

This is usually done via bonds, they promise to pay ~this rate per year plus full repayment of the rest of the debt in something like 1-30 years (though anything >10y is probably now very difficult to sell and you'll likely have to pay even more percent per year to get people who lend the government money for that...). The 10 year lending "10 year bond note" is one of the most important, it's very often where governments can still find lenders.

How does this percentage change on the market? Because the market insisted on bonds that can be transferred / sold rather than being stuck with the bond and they trade bonds like that at that rate.

This is why it's "approximate" percentage annual interest when the government want to sell new bonds... under certain circumstances they can get better or worse rates, but it's ball park what the market already trades. In current circumstances this 4.917% might be the low end at which they can still sell some bonds but even then I wonder how many billions they could get even then.
