Federal spending is not coming from some fund, there is no pool of federal money laying around from tariffs or taxes or anything else.The federal government spends money into existence. Congress approves a spending bill and this is what creates the reserves in the banking system.The federal government could spend this $5,000 check for every adult into existence any time that it wants, tariffs or no tariffs. Whether it is a good idea to do that is an entirely different question and not really the point I am making.New York and New York City are lower order governments -- they are currency users, not currency issuers. The money they spend does come from tax revenue or borrowing.
