Even if the straight of hormuz opened up and returned to 100% capacity, theres backlogs that need to catch up and the fact that many refineries were bombed and destroyed by usa and iran. These facilities take decades to build up, not to mention with the push for energy independence and new investments in renewables and nuclear there really isn't any incentive for oil companies to build any new refineries anyways. Likely, the price will never go down. Trump is speedrunning the extinction of the oil industry.
