The essence is the same: buying votes by targeting specific voting blocks rather than by just having a platform of ideas that you really believe in, and letting the voters decide which is better.
In general this is the danger of democracies/republics that has been ongoing since Roman times.

There were Romans who tried to naturalize certain groups like the Italians and Spaniards to create a voting block that was indebted to them.
Those senators were executed for treason against the Republic, it was seen as an act of trying to become king (which it was).

In modern America (and the West in general), elections are just pandering to specific in groups for votes.

This is in general why a democracy or republic does not work without a small and homogeneous state, where it cannot be easily fractured into in-groups. (IE, land owning white males)
