When your government chooses to perform violent incursions in other countries, that can have a boomerang effect in the future where your own people are considered viable revenge targets. Sucks that it happens and more violence always comes from it, seems like we should just pull the root out instead of pruning the branches though and only use our military for defensive purposes.
