Because it wasn't initially, even though as early as 1965 it was wisely reported that Americans couldn't afford prescription drugs and President Johnson even formed a Task Force on Prescription Drugs to substantiate the claim. The problem grew increasingly out of control until it became so egregious it turned into a bipartisan issue with both Democrats and Republicans campaigning on passing legislation to force insurances to cover them, ultimately winning President George W. Bush the election in the early 2000's and resulting in him passing the Medicare Modernization Act which helped normalize the idea and set the standard for health insurance to cover prescription drugs.

Now you say that modern inventions are no longer low hanging fruit? Sure, so have the state dish out a nice reward for new and useful thing, that way the inventor gets paid and society at large can benefit from this.

Imagine thinking the only way for technological progress to happen is that everyone who invents something can patent troll for decades, vaccuum up royalties or deny it's use outright to other people.
