Just checked and apparently being caught driving after license withdrawal can already mean a prison sentence but it depends on the severity of why it was taken away in the first place, previous offenses etc. It also usually comes with having to pay fines. Seems ok to me.

My stepmother lost her license like three times for drunk driving, even failed the psych evaluation you have to do if you get caught twice, and she could just do it again and get her license back. I honestly don't understand.
