Voting is done within the framework of a constitution, a system, an existing law, a dominant political tradition. So voting is about steering direction within the system, if you don't like it, vote is not the solution. Apart from historical exceptions that caused to add even more mechanism to stop out of the system outcomes, voting can't be revolutionary.
