Lusitania was 1915, we entered in 1917.
We got angry about the Lusitania but didn't join the war over it, we just got angry with Germany and they pledged to not attack passenger vessels with subs (the Arabic pledge followed by the Sussex pledge). Lusitania still wasn't a false flag. Germany still sank the ship. It's just that Germany had plausible deniability for targeting American civilians on the ship, because they were sinking it because it was carrying munitions for Britain on it as well, making it a valid military target.
That is the reason why it DID NOT cause the US to enter the war. It made people angry because Americans were killed on it, but because the rationale the Germans used was valid, we didn't join the war. We just told them we're not in their war, and not to kill our civilians with subs.
They agreed.
Then they renegged.
