English and French settler colonialism made sense because those countries had excess populations they could dump into their formerly brown colonial holdings and make them white. no reason for Russia to be attempting settler colonialism by destroying the cities and killing existing East Slavs to potentially move other East Slavs in after Eastern Ukraine is rebuilt in 150 years when Russia is already extremely sparsely populated even in its European portion and has a fast declining ethnic Russian population. We also know that even if Russia continues to occupy Eastern Ukraine after the war ends, nobody is even going to move there, why would a Russian from St Petersburg move to a bombed out Donbas village, they just unnecessarily killed and displaced a bunch of existing East Slavic Europeans for no reason whatsoever.So no, they don't.
