How come the people telling you NYC can't run grocery stores want the Federal Government to stay in the flood insurance business?

This has been tried before, it always flopped because of not only shoplifting, but violence between the "customers" and the employees.Baltimore had these state run grocery stores in the areas too dangerous for commerce.
