Hard eugenics doesn't work very well anyway. Regression to the mean is extremely prevalent. Recessive genes will fuck you up. Soft eugenics is far preferable. Make a people strong, happy, and healthy, with pro-life values, and they will improve by themselves over time.

You could definitely breed for blue eyes, blond hair, big tits, body fat %, face symmetry etc. But you need to target specific traits - and different people find different things beautiful. Also by killing the uglies a lot of the traits you'd want in later stages would now be gone. For example - if you wanted to breed people from high altitude areas of Peru + Tibet to get their superhuman VO2 Max capabilities - you'd struggle because they'd all be dead. Eugenics could work - just not how you're proposing.
