The reality is that knowing what China has is difficult but if they just spammed Russian and Iranian tech production for themselves they would already be more than ahead for their own domestic concerns. So they are either at that point or ahead (if their own stuff is better/provides different utility) already.It doesn't seem like China wants to go anywhere very far away so I don't think they care about 'projection' in the American sense.
