If the 2nd Amendment doesn't apply to adults under 21 then I wonder if and how the people who argue such would argue that the rest of the constitution does. For example, does the 8th Amendment also not apply to them? Can a state legally inflict cruel and unusual punishments on them?

Licensed dealers can't sell guns to minors, but private transfers of long guns are legal at any age as long as the person receiving it can legally possess it in that state. And about half of the states don't have any minimum age for possessing a long gun, and a few more do but it's like 14.
