Christ establishes and continues this (because Christ is the High Priest and the highest Prophet, even the Lord of John the Baptist who was the greatest of the Prophets) and Christ uses Sodom and Gomorrah to create an image of hell, saying "there is something worse than Sodom and Gomorrah's fate". So basically the only thing worse is hell. That provides the weight of sin that homosexuality and the associated sins (pride, lust, excess, rape) amount to.
