That's not how federal spending or taxation works. The federal government issues all spending as new money. All taxes collected are destroyed/deleted.

The private sector, as a user of the currency and not the issuer, cannot create enough demand on its own. The federal government has to spend the money into existence anyway. How it does that is just a policy choice.
