The energy crisis is about to hit Europe hard and they need to prop up the Russian threat in order to gain wartime powers. When the people grow increasingly hungry/angry/desperate due to fuel, food and electricity shortages there's less of a barrier to fire at demonstrators because they're likely a part of Russian hybrid warfare attack
