One of the main benefits to the slow, glacial pace of government tech is security. There is a reason you don't get zero-days in tech that is from the 60s and 70s. There is redundancy and robustness that is inherent in many of our core systems. The biggest threat vector for many agencies and triple letters is the insider threat. Intrusion and penetration is something you almost exclusively see in the private sector, because profit drives you to play fast and loose (many also had a tendency to downplay their CIO/CTO, even if they are competent and not just an empty suit).

The few incidents where government data is compromised is generally at the contractor/private interface, because protocol and discipline weren't followed.

The smartest, and likely most expensive, way to implement AI would be dual systems. AI execution on virtual mirrors, and slow, heavily-scrutinized implementation of derived solutions on the "walled gardens." Honestly, I know some agencies that could afford throwing money at this, but I don't know how much control the leadership still has of their own orgs...
Especially since many in Trump's orbit are DYING to have realtime, AI-interfaces in every system. I just hope there are enough people in place who still know how to be "functionally incompetent" for two more years. It's better to be yelled at/fired, than fuck a system forever.

I don't think that these higher forms of AI are what's presented to the public. Right now, what's shown is just software that runs on specialized hardware. It's just a series of numbers and mathematical operations. I think what's really happening behind closed doors is wetware. Human cells replicated and used to create neural signals which are read on a response software.
