Russia and China are the only players who actually matter. The only client states whose security is truly 100% guaranteed by them are North Korea and Belarus because those two can actually hit back if anyone threatens them. For everyone else, it’s completely up in the air. Meanwhile, on the geopolitical level, Russia is bogged down in Ukraine, and China has the flexibility to pivot and play nice with the West whenever it wants, since it’s already so economically tied to The West it also has no reason to really spat over falling dictatorships.There are some advantages. They are not stuck with the Western illusion of “deep, sacred alliances and shared democratic values :D” while everyone seethes and backstabs each other for not putting their own desires first. The downside is that if you’re a little fella, your value only goes as far as Russia and/or China are willing to uphold you.Right now, even if Russia wanted to help Cuba, it can’t exactly spare the resources to do it. And Cuba clearly isn’t worth China souring relations with the US since China has been pretty stand offish every time the US has bullied one of these client states.
